The construction unit entrusted Sichuan Jinmei Environmental Protection Co., Ltd. to undertake the "technical transformation project of laterite nickel mine process development and verification test line" environmental impact report preparation. The project has carried out the first environmental impact assessment announcement. The preliminary results of the environmental impact assessment work have been obtained. According to the "Measures for Public Participation in Environmental Impact Assessment" (Ministry of Ecology and Environment Order No. 4), the relevant environmental impact assessment information is now announced as follows:

 

I. Overview of the construction project

1. Project name: Technological transformation project of laterite nickel mine process development and verification test line

2. Nature of construction: technological transformation

3. Construction address: Jinxiang Chemical Industrial Park, Meishan City

4. Project investment: total investment of 11 million yuan

5. Construction content and scale: Upgrading and transforming the laterite nickel mine test line technological transformation project, with a total construction area of ​​1250m2, is a pilot project, divided into three sections: wet process zone, magnesium nitrate decomposition zone and nitric acid conversion zone.

6. Introduction to existing projects: The company now has a nickel sulfate production line, a cobalt tetroxide production line (not produced), and a ternary precursor material production line (5000t/a production capacity). Waste gas: the sulfuric acid mist generated in the slurrying process is collected and purified by the alkaline water spray system and discharged from a 15m high exhaust cylinder; the sulfuric acid mist generated in the leaching process is collected and purified by the alkaline water spray system and then discharged from 15m High exhaust cylinder discharge; the sulfuric acid mist generated in the impurity removal process is collected and purified by the alkaline water spray system and discharged from the 15m high exhaust cylinder; the sulfuric acid mist and VOCs generated in the extraction process are subjected to alkali spray + UV photocatalysis +The activated carbon is adsorbed and discharged through a 15m exhaust cylinder; the ammonia produced in the ternary drying process is discharged from a 15m high exhaust cylinder after water absorption reaches the standard; the ammonia produced by the alkali recovery system is discharged from a 15m high exhaust cylinder after water absorption reaches the standard emission. Wastewater: The production wastewater is discharged into the sewage treatment plant of the park after being treated by the sewage treatment station in the plant area; the domestic sewage enters the sewage treatment plant of the park after pretreatment. Solid waste: the destination of various solid waste pollutants is clear.

 

2. The possible impact of the construction project on the environment

Exhaust gas: The air pollutants produced by this project are mainly reactor leaching exhaust gas, natural gas combustion exhaust gas, magnesium nitrate calcining exhaust gas, and storage tank area exhaust gas;

Wastewater: No production waste water is generated in the production process of this pilot project; the ground is cleaned with brooms, no water is used, and no washing waste water is generated; no new labor force is added in the factory area, all are deployed from the existing factory area, and there is no living Sewage is generated; circulating cooling water relies on the existing circulating cooling pool in the plant area, without circulating cooling water discharge. It can be seen that the wastewater involved in this project is mainly reactor equipment cleaning water, lye absorption tower drainage and water spray tower drainage;

Solid waste: General solid waste is the large-particle laterite ore collected and sorted out by the bag filter, waste packaging materials, hazardous waste is unqualified pilot products, waste engine oil, waste lubricating oil, oily gloves, oily rags, etc. . ;

Noise: The noise produced is mainly the noise of various equipment in the factory.

 

3. Countermeasures and measures to prevent or reduce adverse environmental impacts

1. Water pollution prevention and control measures

The wastewater involved in this project is mainly reactor equipment cleaning water, lye absorption tower drainage and water spray tower drainage. The produced production wastewater (mainly waste gas washing water) enters the existing sewage treatment system of the plant, and its treatment process is "air flotation + sedimentation tank + resin adsorption + catalytic oxidation removal of COD + membrane treatment system + MVR evaporation and concentration". After the treatment meets the indirect discharge standard in Table 1 of the "Inorganic Chemical Industry Pollutant Discharge Standard" (GB31573-2015), it will be treated in the wastewater treatment plant of the park, and finally discharged into the Liquan River.

For the prevention and control of groundwater pollution in the project, the environmental impact assessment requires the construction unit to adhere to the principle of “source control, end prevention, pollution monitoring, and emergency response combined”, and take effective anti-seepage measures without affecting the groundwater environment in the area.

2. Waste gas pollution prevention and control measures

Leached nitric acid mist (characterized by NOx) and nitric acid storage tank. Nitric acid mist enters the lye absorption tower through the exhaust valve through the pipeline for absorption treatment, and is discharged through a 15m exhaust tube (1# exhaust tube), and then the calcining and decomposing furnace The generated exhaust gas enters the “cyclone dust collector + bag filter + water spray tower" through the exhaust pipe and is discharged through a 15m exhaust tube (2# exhaust tube) after treatment. The natural gas combustion exhaust gas of the calciner passes through 1 An 8m exhaust pipe discharges. .

To sum up, it can be seen that the external exhaust gas of this project has a small impact on the regional atmospheric environment, and will not change the regional atmospheric environmental function due to the project construction.

3. Noise control measures

This project selects low-noise equipment, adopts shock absorption and sound insulation measures for the foundation of high-noise equipment, and controls the impact of noise on the surrounding environment through the reasonable layout of various devices and buildings. After the above measures are taken, the noise at the plant boundary can be reduced. Meet relevant requirements.

4. Solid waste prevention measures

The solid waste generated by this project can be comprehensively utilized and properly disposed of, and will not cause secondary pollution.

This project complies with the national industrial development policy, the site selection complies with the relevant planning, there are no obvious environmental constraints, and the overall layout is reasonable.
